SCIF Construction & 2025 ICD 705 Updates

One of the more complicated things to have come out of Intelligence Community recently are the new ICD 705 Standards which provide the guidelines for SCIF (Sensitive Compartmented Information Facility) and sometimes SAP (Special Access Program) build outs. While the design and construction communities are still digesting all of the changes found in the new standards, Landlords who have tenants with SCIFs are in a unique opportunity right now. The new standards make it nearly impossible to retrofit existing SCIFs without an almost complete gut and rebuild of the systems. This is assuming the existing SCIF’s were accredited without any waiver variances. This level of retrofit creates hurdles for tenants by both a cost and mission impact capacity since few spaces have redundant SCIFs they can utilize while one SCIF is being renovated to meet the new standards. This creates a unique advantage for ownership, enabling them to assist tenants in developing creative solutions to space demands. In turn, this approach could open the door to early commitments on soft term agreements or potential lease extensions, supported by additional landlord monetary contributions or space considerations.
